Terms of Use for Data Services

1. Scope

These terms apply to all data and photographs published by the Icelandic Road and Coastal Administration (IRCA) on its websites and data services, unless otherwise specifically stated.

“Data” refers to information and files relating to the road network, road conditions, traffic volumes, the condition and classification of roads, geospatial data, maps, road cameras, road weather information, measurements and other derived data owned by IRCA.

By using material made available through IRCA’s online services, you agree to be bound by these terms and conditions. If you fail to comply with these terms, the rights granted to you will automatically terminate.

2. Use of data

All IRCA data made available for reuse is licensed under the international Creative Commons Attribution 4.0 International licence (CC BY 4.0), in accordance with Act No. 45/2018 on the Re-use of Public Sector Information.

3. Conditions of use

When publishing, distributing, presenting or developing products or services based on IRCA data, users must acknowledge the source of the data in accordance with Article 4(1)(2) of Act No. 45/2018 and the terms of the CC BY 4.0 licence.

The attribution must include:

  1. The name of the licensor: the Icelandic Road and Coastal Administration (IRCA).
  2. The name of the dataset or a description of the data.
  3. The date or period when the data was downloaded or obtained.
  4. A reference to the CC BY 4.0 licence.

The data must not be used in a manner that suggests that IRCA endorses the user, approves the user’s processing of the data or recommends any particular use of the data.

4. Limitations and exceptions

The following are not considered open data under these terms:

  • Copyrighted material and other written content published on IRCA’s website are protected under Copyright Act No. 73/1972. The content of such reports or documents may not be altered. Data or other information may not be modified unless it is clearly indicated which content originates from IRCA and which content is the responsibility of other parties.
  • The logos and coats of arms of IRCA and the Icelandic State are protected and may not be used without written permission, except where they form an inseparable part of a published document or map.
  • Data in which a third party holds intellectual property rights or copyright.

5. Disclaimers

Many websites and data services contain automatically generated real-time data, including automated traffic counts, road weather information and images from road cameras, which have not necessarily been reviewed or quality-assured by specialists. This data may change without notice.

IRCA accepts no responsibility for determining whether data made available through its data platforms or online services is suitable for the purposes intended by a user or customer. The data is provided as is at any given time.

IRCA does not guarantee continuous or uninterrupted access to data or online services and reserves the right to restrict, modify or discontinue access without notice.

IRCA shall not be liable for any direct or indirect loss or damage, including business interruption or loss of profits, injury or other harm arising from the use of the data or derived data, or from any failure of its data services. To the fullest extent permitted by law, IRCA disclaims all warranties, liability, obligations and claims for damages.

6. Road closures and road safety

In view of measures taken by Icelandic authorities to prevent off-road driving, protect Iceland’s natural environment and restrict or prohibit traffic in certain areas or on particular roads—for example due to wet and vulnerable road conditions, avalanche risk, severe weather or volcanic activity—IRCA emphasises that users of the data are solely responsible for monitoring and complying with official notices and closures affecting roads and tracks.

Any temporary or permanent measures and decisions made by the authorities shall always take precedence over information concerning roads, tracks and road conditions contained in automated databases or previous versions of IRCA data.
