For every legislative period, the Minister of Infrastructure must put forth a parliamentary resolution in Parliament regarding transportation policy — a transport plan — for the next 15 years. Through it, the government introduces policy and goals pertaining to all aspects of transportation. Simultaneously, a five-year plan of operation on projected construction is to be proposed for the first period of the transport plan, to come under review during every legislative period. If for any reason there should be a change necessitated in the plan, the Infrastructure minister is to propose a parliamentary resolution towards altering the in-effect policy, and revising the current plan of operation.
The transport plan covers policy, fundraising and cost of all aspects of transportations. That is aviation, road and sailing matters, including public transport, harbour matters and sea defences, as well as security matters and environmental concerns of all transportation. In the plan, the system intended to bear the main weight of transportation should be defined, and analysis regarding the condition and outlook of the country’s transportation matters should be performed. When creating the transport plan, focus should be placed on the overarching goals of clear, economical, safe, and environmentally sustainable transport, and that they support positive urban development.

The pathfinder is intended to provide the public with increased transparency regarding the Infrastructure Ministry’s operations. Through it, various key information can be accessed, for instance, on funding and project goals, as well as following developments in operations in select parts of the country.
Reykjanesbraut
The fifteen-year transport plan of 2020-2034 and the five-year plan of operation, 2020-2024, were passed together in Parliament on the 29th of June 2020. This is an updated and revised transport plan, building on the one previously passed in Parliament in February of 2019. This transport plan is one of the most comprehensive plans ever accepted, and includes an important future vision, as well as broad plans on new construction projects, as well as maintenance on roads, harbours and airports all across the country.
Direct contributions to transportation total around 640 billion ISK over the course of the transport plan’s fifteen-year period. A special further contribution of 6.5 billion ISK for 2020 transportation projects, from the government’s investment plan of spring 2020 due to COVID-19, was incorporated into the plan.
Legislative proposal on a fifteen-year transport plan for the years 2020-2034 (Icelandic only)
On June 29th 2020, Parliament accepted the 2020-2034 transport plan and the 2020-2024 plan of operation. Due to the effects of the COVID-19 pandemic, the conditions of the proposed transport plan suffered a complete overhaul in an instantaneous fashion. In order to react to the financial consequences of the pandemic, Parliament accepted a special temporary investment commitment, leading to an increase in funding of 6.5 billion ISK towards construction of transportation projects in the year 2020, in addition to what had already been accounted for.
On May 29th 2021, Parliament accepted a change on the five-year plan of operation for the years of 2020-2024 in order to guarantee the continuation of financial backing to the projects of the 6.5 billion ISK investment commitment. It was not deemed necessary to introduce resolutions towards new prioritisation of construction projects in the later periods of the 15-year transport plan of 2020-2034.
